Workshop A – Sessions I & II


Title:

Financing Instruments for Biodiversity Conservation

Date: Friday, 10 March 2006, 9:30-11:30 & 13:30-15:30
Contents: The workshop exploreD the need for financing instruments to support the implementation of the CBD in the Caucasus by looking at the current protected area system in the South Caucasus and financial needs to support it. Possible financial instruments were presented with special regard to trust funds and the experience with trust funds from other regions. The “Caucasus Protected Areas Trust Fund” (to be established in early 2006) was presented and its functioning was explained in detail. The group discussed fundraising issues for the Caucasus Trust Fund and explored opportunities and challenges for the application of trust funds in the Caucasian parts of Turkey, Russia and Iran.

Title:

Transboundary Cooperation for Nature Reserves and Biodiversity Monitoring, Session I: Transboundary Protected Areas (TBPA)

Contents:

The workshop highlighted Protected Areas and Biosphere Reserves in border regions in general, as well as with regard to the Caucasus region. The first part of the session focused on legal and institutional conditions (such as agreements and basic standards of IUCN and UNESCO) for the establishment of transboundary parks. Secondly, the workshop served to present case studies of TBPA and Biosphere Reserves from other regions in Europe. Finally, the workshop gave room for discussion on the state of cooperation on and opportunities for TBPA in the Caucasus Region.

Transboundary Cooperation for Nature Reserves and Biodiversity Monitoring, Session II: Biodiversity Monitoring

Contents:

The workshop explored the needs for a regional monitoring system for biodiversity and how this can help Caucasus countries to fulfil their international obligations under the CBD and other conventions. Existing biodiversity monitoring efforts in other regions were presented. A potential institutional structure for a regional monitoring system in the Caucasus was presented for discussion and opportunities and obstacles for its implementation identified.

Title: Biodiversity and Economy - from Buffer Zone Development to Regional Planning, Session I: Biodiversity and Economy – Synergy in Protected Areas and Buffer Zones

Contents: The morning session of the workshop discussed case studies that show how local communities and individuals can conserve and at the same time profitably utilize biodiversity and natural resources. Thereby, the session aimed to provide examples outlining that biodiversity conservation and economic development are not contradictory to each other.

The group then discussed the status of regional planning in the respective countries in the Caucasus, determine the pros and cons of the various methods and identify opportunities and obstacles for their implementation.

Excursion to Nature Park "Uckermaerkische Seen"


Date: Saturday, 11 March 2006, 10:00-17:00

The nature park Uckermarkische Seen was established in 1997, and is located approximately 100 km north of Berlin. Typical to the park are many lakes and beech forests. Due to its biodiversity, the area has great national significance - approximately 65% of the park is protected under the EU Birds Directive and over 30% under the EU Habitats Directive.

Since 1996 a Federal nature protection project, supported by the WWF, has been carried out in the nature park region. Efforts are made to reach cooperation between agricultural, forestry, fishery, tourism, business and industry decision-makers. A regional development concept was drafted and innovative model actions are funded by the European Union’s LEADER initiative.


The excursion on 11 March 2006 began (after a 90 minute journey to the park) at 11:30 with a visit to castle Boitzenburg. Anke Paschkowski, Dr. Ruediger Mauersberger and Thomas Volpers explained the Federal nature protection project and the LEADER initiative. Afterwards, there was an exchange of opinions during a horse-drawn carriage trip. The excursion visited a beech forest surrounding lakes and wetlands, and ended at 15:30. The return to Berlin was at 17:00.
